Welcome to the State of Georgia's
Consolidated Database of Real Property Assets

Building, Land and Lease Inventory of Property (BLLIP) is the result of both executive and legislative actions indicating the need for a centralized data warehouse of the State's holdings in leases, buildings, land, and other assets. BLLIP is also the repository for Risk Management Services, administered by the Department of Administrative Services, relating to State insurance coverage for such real property assets.

BLLIP is an interactive web-based geographical information system. Users are able to query, search and prepare reports using real time information about State owned and leased properties and buildings. Information can be downloaded into Excel spreadsheets and Access databases.

In the BLLIP database, Building refers to those facilities owned by the State and/or by State entities; Land means property owned and held in the name of the State or by State entities; Lease refers both to commercial leases administered by the SPC Transaction Management Program and executed on behalf of State entities as well as leased properties held by State entities involving acreage.

Please go to the reports tab in BLLIP for data exception reports. If there are no entries in a downloaded spreadsheet, then there were no errors detected.

General Disclaimer

While all attempts are made to provide accurate, current and reliable information, the State of Georgia cannot guarantee that the information contained in the Building, Land and Lease Inventory of Property (BLLIP) database will be error-free. Therefore, the State of Georgia, the State Properties Commission, and their respective officers and employees expressly deny any warranty of the accuracy, reliability or timeliness of any information contained in the BLLIP database and shall not be held liable for any losses caused by reliance upon the accuracy, reliability or timeliness of such information.

BLLIP is based on "real time" data. Updates to this data are made on a continuing basis so results from queries made at different times may vary.
When available, original paper images and documents are scanned and incorporated into the BLLIP database. However, the printed data on the scanned images and documents may have been superseded by newer data entered in the computerized BLLIP database. Computerized data in the BLLIP database will normally be more reliable than scanned data and therefore, should be given greater deference when conflicting information arises.
In any statewide inventory of this magnitude, there are bound to be errors and omissions in the reported data. In particular, with a nascent GIS program on this scale, there are likely to be errors in locational data for a relatively small percentage of records.
There are some law enforcement buildings and leases whose addresses are noted as "Confidential". This is to protect their sensitive operations so they are not compromised.
This BLLIP inventory includes every State entity, with the exception of the Department of Transportation rights of way. However, not every entity owns or leases land or buildings.
